There should never be a fee to get published, and a publisher that is willing to publish every play that people submit is not one you want to be working with. There are numerous contests that your student can enter - youthPLAYS has one that results in publication, for instance. And plenty of publishers ...

Cool spreadsheet! Who plays what role is going to be determined by how many actors you have. If you have only 5, then you should follow what it says in the stage directions (Narrator 2 becomes Enchantress, etc...) As soon as you get to 6 actors, you have more flexibility and have more options. ...
