One of my grad TDs just designed a petal drop for a very small theatre and an intimate show. She is using a piece of PVC with a small silent computer fan at one end. Preshow, the crew can load the PVC from a ladder.

If you do not want to hang something-- I think I would simply have an actor or technician dress in all black or appropriate ensemble wear for the scene and simply have them drop, spread, deploy-- etc the petals in a way that might be in keeping with the scene. One of my favorite moments in Into the Woods for example has a cast member pupetering the birds for Cinderella.. simple, easy and effective. Hope that is helpful.
