This is what we did, but we only put the newsprint on the top of the foam and bottom of the foam and painted/lined the sides because of the size of the newsprint we had. 
We also made newspaper stacks the cast could stand on (on a 2x4 rolling platform that locked) but used wood and put newsprint with curved foam underneath and horizontal lines to look like newspapers on the part facing the audience.

The way it was done on Broadway was by cutting foam into cubes with jagged, uneven sides, and wrapping the whole thing in newsprint, and then plastic to help keep it from tearing. They added twine and pulled it tight to create the bundled look. Lightweight and should be durable enough to get you through a short run.
