Technically OSHA standards don't apply to your students. The "O" stands for "Occupational", which means they apply to employees. Educational tech theatre is a grey area where we seem to piece together OSHA, building codes, school/district rules, ETCP regulations, CTE guidelines, and others. There is nothing specifically for educational tech theatre – it's ridiculous!
That all said, always act as if OSHA applies to everyone. My fav – stay 6' away from an open orchestra pit!
As for how many students, refer to your state's CTE manuals. Some don't have CTE specifically for tech theatre – some do! – and if not, refer to the manuals for the wood shop (or metal shop, or auto shop, etc) to give you the best idea of how many students you should have in the scene shop.
Also, check with your principal. They won't have a clue(!), but if something happens, you can at least say 'my principal ok'd this number of students'. CYA! Get it in writing in an email if possible.
