I'll add that for Winkie Guards, to mimic the movie, we did fur hats that we got cheap online with plain green masks. I made masks with kids out of a geometric papercraft pattern and green cardstock and they went on for quick ensemble changes. We did long red pirate coats, but a simple black trench would be cheaper and effective.

Start at your local second-hand clothing store (Goodwill, etc.). For the Emerald City citizens, find all the green clothing you can; mix/match, decorate with trim; add outlandish hats for the women. The same for the Munchins, only in yellow.
For the Winkies, start with cheap trench coats as the basis for uniforms.
The cast can have fun creating colorful costumes.
