you can find vapes without nicotine and if you want to remove the smoking entirely from the musical, you'll have to find another way to represent the "chilling" vibe from the caterpillar. Take in consideration the musical is based on the original book of Alice in Wonderland so the references (including smoking) are a direct link to the metaphor of wonderland and World War II.
If you feel it's absolutely necessary to remove the smoking effect I would first try to use a hookah even if no smoke comes out of the performers mouth but if not even the image of that is approved then I would make the character just chill without a prop. If you start adding the links could get messy.
I'm currently producing the musical for an amateur theatre company and we are going for an empty prop hookah and a no nicotine vape for the moments the smoke is needed.
