I can only speak for the Northwest programs, Oregon specifically. Western Oregon University in Monmouth, Oregon, has an excellent education program, always has (it used to be Oregon College of Education). For undergrads they offer BA and BFA in theatre, so you know it has a strong theatre foundation. Their MAT program ties very closely with their undergrad program, and they are very good at placing their students for student teaching as well as assisting them in their ultimate job searches.
If you wanted a larger community, University of Portland (in Portland) also has an excellent graduate education program. This is a private Catholic university, but that shouldn't prevent you from checking them out.The theatre program is small but highly focused, they offer an MFA in directing, and they are the only National Association for Schools of Theatre (NAST) certified university in Oregon. I know you are not looking for the MFA, but you would know that the theatre foundation is strong to support the education MAT.
Southern Oregon University in Ashland has a good MAT that works mostly summer and online so you don't have to relocate. I believe that Central Washington has a similar program.
Best of luck in your search for the right program. You can't beat the Northwest for climate and scenery, though ;-)
