I did Lightning Thief two years ago. I made the snake hair using a headband, florist's wire, and lots of rubber snakes of various colors and lengths. It was a lot of fun to make! I also doubled it by attaching a second headpiece to a foam head for the beheading. It worked really well!
For the furies, I had rubber ghoul-like half masks from my previous production of She Kills Monsters. Those, with poofed out hair, worked well and I spent zero money.
I admit, I didn't do anything special for DJ Cerberus. I mean... I had a DJ booth made and had two little dog toys attached to his shoulders. It did the job.
The only costume that was not successful was the Minotaur costume. I had a student try to build something but the math didn't work and it had to be scrapped. We compensated for the failure by making acting and physical choices that suggested "horseness". We figured since the audience would be full of "normies" then it didn't really matter if they could see his hind legs or not! :D
