The answer is yes to both of your questions! Students can join their school's ITS troupe, even if they reside in a different state. Also, students that do not have a troupe at their own school are eligible to be inducted into a nearby troupe in another state, given they have met the induction requirements set by that troupe and their administration.

Could a student, who's residency address is in one state but they go to school in a different state, join that school's ITS Troupe?
Similarly, could a student, who goes to school in one state but does not have an ITS troupe nearby in that state, join an ITS Troupe that is close by but in another state?
