Probably not a DYI task given all the safety criteria that need to be met. Look for rolling ladders or rolling work platforms that are rated to hold the weight you'll have on it. Build a frame around the ladder to make it fit your decor and consider having it moved by someone under it or better yet a pair of people on the US side.
