I have not built Prince Charmings' horse for that show, but I did build a horse for Shrek. We basically took foam board from home depot, cut the shape, painted it, then attached it to a custom platform behind it where the actor could stand on it. It was on wheels so it could move forward and back. Thats all it needed to do in that show, not sure if yours needs to be more dimensional than that. We added a pipe on the platform as well for the actor to hold on to, hiding behind the horse body. There was a hand on the back at an angle for the actors to push him on with. I attached a picture of it.
