Our actor wore black pants and shoes and the fake legs (we used pool noodles covered by baby tights and black toddler boots) are attached to the front of the hips. The top of the tights were sewn onto the black pants. The heels of the boots were glued to the knees.
Over that, the actor wore a tunic (rented) long enough to cover the top of the legs. We put a Spider-Man costume underneath it to bulk him up a bit. Finally, a large red cape tied around the neck & I glued a black lining onto the inside of the cape so the actor’s legs and feet blended in with the cape.
