Are you meaning as in IE's? If so, I have always interpreted that as all product must be purchased that is used for the costume.
If just for your own production, then by all means repurpose pieces!

(If for IE's and money starts getting tight try goodwill or another 2nd hand store. Use plus sized clothing and you can take those clothing pieces apart at seams and use it like fabric with your pattern. Also look for curtains and bedding)
