I believe that should be in your bylaws, which you create for your troupe.
In our troupe, we allow the new inductees to vote for officers for the next year, but we also require a student to be a troupe member for a year before running for President, Vice President, or Secretary. They need to have a good sense of how things work before they try to manage the troupe. And those new inductees need to know that the offices are not ceremonial, but positions with specific duties.
In our troupe, we don't have a treasurer, because students aren't allowed to handle money at any time. We have a Historian, who is responsible for making sure we have photos of every play, and a Publicist, who makes sure we have art for the posters, school announcements, etc.
The point is to design your bylaws so that your particular troupe functions well. We review ours every few years and vote in changes, if needed.

I say "yes," too. For my troupe, a student becomes a member the second the dues money changes hands from theirs to mine. The induction ceremony is simply a formality.

I can't find this in our current constitution nor in the ITS one.
Can an inductee vote for next year's officers? Since they will be getting inducted when the new officers are taking their positions it makes sense to me.
We're having a debate on what's correct.
