Well, there are a few factors. How many people will be on this? Will it have to be moved around a lot? Does it need to open?
And since you're looking for plans for something with a flat top, you'll have better results on line if you search "wooden storage chest" as opposed to pirate chest. The curved top will probably keep coming up for a pirate chest.
If money is a factor, you can take 2x4s and build a frame inside and skin it with 1/4" plywood for the sides and something heavier like 1/2" for the top. Or 3/4" if you have a few people on it. It's all subjective. I teach carpentry at a trade school during the day but all "construction codes" go out the window when I build sets since we're only looking for something temporary. We're not building family heirloom furniture.

Please let me know the capabilities or limitations of what tools you have at your disposal when building sets. That might make a difference.
