There's a lot of comedic potential in building the pigeons and having a puppeteer. You could do it puppet show-style with an actor or two hidden behind the "coop", or do a more Julie Taymor-style birds on a string at the end of a stick, type of thing.
For simplicity's sake, renting will probably be the way to go, especially if you want a less-kitschy, more realistic-looking prop. There are myriad prop rental companies out there.
