Don't know about one-acts, but there is the August Wilson Monologue competition, which is a really fun opportunity. The Seattle Rep will also send someone to your class for a free monologue workshop. I think they're still doing this! (August Wilson Monologue Competition)

Washington Thespians has the Individual Events where students can present monologues, scene cuttings, or musical numbers. There are two Western WA events (one in Mountlake Terrace and one in Olympia). 

Jet City Improv also offers the Seattle Open which is an improv festival/competition specifically for High School groups. It's a totally free program, and students get feedback from professional improvisors, the opportunity to attend a workshop, and get to perform on the JCI stage.
