For those who are at the Leadership Summit, here is the application that we use in Indiana for the STO. 

I don't see where to post it for just the Summit folks, but what we do is no real secret!

We have 5-8 members on our STO board, depending on the year.  About a dozen apply.  Our conference size is around 800

Oregon has a set of guidelines for STO to apply to run for office. I've attached the Guidelines and Application, and their annual schedule. Our 4 STO reps are elected annually by their peers to represent them at the state level at all board meetings and events; voting tips and hints are attached, too. They have to give a speech at State in front of the delegation, participate in a leadership workshop, and attend a Q & A, as well as display a project board with their info for the delegation to peruse during State. Our newly elected STOs train with TTOs at our summer leadership camp (Camp Thespis) lead by former STO. The new STO lead/participate in our state leadership event in the fall, improv event, regional comp., and state where new STO are elected for the next cycle. I'm the STO liaison on our state board if you have any questions.
