If they are light enough and your floor is smooth enough, you could dispense with casters and use carpet scraps to facilitate spinning. 1x3 and luan should be reasonable and provide some strength.

Subject: Easy/cheap periaktoi construction
I might be asking the impossible, but I'm trying to build a set of at least three periaktoi on a very limited budget. I'm going to do it and my construction skills are pretty basic. I'm looking for some basic plans that are pretty easy to follow. (I did a google search and found some that are not super helpful). Any advice on how to purchase the supplies cheaply (ie, subbing 1x3 for 2x4 or whatever)? Would it be better to do luan, plywood, or a muslin cover? Thoughts??
