While I haven't done Into The Woods I did a different script with the Rapunzel character and I create the wig length by starting with a medium length wig and braiding extensions together with the original wig, and each other, to create a wig that was almost 8 feet in length. It's been years but I believe the overall cost was a little over $100. I didn't have to worry about the tear-away element but you might try pinning the extensions into the original wig with bobby pins so that the extensions can slide out. Just have the kid playing Rapunzel hold below the pins for the Witch to "climb" and below for the Baker's Wife.
Like I said, I'm not sure how well this would work for you but you might be able to springboard an idea off of it. Let me know if it actually works. :)

We are just starting our rehearsal process for "Into the Woods." I'm just beginning to process how much the costumes are going to cost us, and looking to save money in other places.
Everywhere that I've looked for a decent Rapunzel's wig, it's in the 200-250 dollar range. I would like to make one, but can't figure out what material to use to make it look like realistic hair? And do I just use Velcro for the tear-away?
Any suggestions are welcome.
